The seller is legally liable for it, though many contracts shift it to the buyer. On a $450,000 sale that is a few hundred dollars, not a few thousand.

Do I need an attorney to close in Georgia?

Georgia requires a licensed Georgia attorney to conduct a real estate closing, and closing by a non-lawyer is the unauthorized practice of law under UPL Advisory Opinion 2003-2. That is different from escrow states where a title company closes. Budget for the attorney as a line item rather than assuming a title company handles it.
