What would it take to actually tax luxury Marietta properties fairly?

Taxing any Marietta property, luxury or otherwise, more fairly already has a mechanism built into Georgia law: an accurate, current assessment at 40 percent of fair market value and a fair millage rate set annually by Cobb County, the city and the school district. The appeal process exists precisely to correct an assessment that does not reflect true value in either direction. A specific proposal for new luxury-targeted taxation would require action by the Georgia legislature, not a city ordinance.
